What It Costs to Finish a Basement in Utah
Sourced 2025 and 2026 figures, why published ranges disagree, and the parts of a basement that actually move the budget.

The short answer, with sources
No honest single number exists for "the cost of a basement," because published figures describe different projects. Here is what the most credible current sources say, so you can see the range before you see a quote:
| Figure | What it measures | Source |
|---|---|---|
| $49,756 | Mid-range basement remodel, Mountain region (includes Utah) | Zonda / JLC Cost vs. Value, 2025 |
| $52,012 | The same project, national average | Zonda / JLC Cost vs. Value, 2025 |
| $32,000 average; most $15,000 to $75,000 | Cost to finish a basement, national | HomeAdvisor, updated June 2026 |
| $30 to $50 per sq ft | Full basement finish, national | HomeGuide, October 2024 |
| $34 to $62 per sq ft | Finishing a basement, Salt Lake City | HomeBlue, May 2024 |
Two cautions. First, HomeAdvisor and Angi share the same data, so their matching numbers are one source, not two. Second, the low "$7 to $23 per square foot" figure that shows up in search results is for a half-finished basement, not a complete one. Comparing it to a full-finish quote will make every real estimate look inflated.
Why quotes for the "same" basement don't match
Most basement quotes start from square footage. Square footage tells you the size of the space, not what goes in it, and what goes in it is what costs money. Two 1,200 sq ft basements can be very different projects:
Open family room and storage
- No new plumbing
- Existing windows, no bedrooms
- Basic lighting and outlets
Two bedrooms, bathroom and wet bar
- A full bathroom plus wet bar plumbing
- Two new egress windows and wells
- More framing, circuits, HVAC runs and doors
That's why an itemized estimate built on a real layout beats any per-square-foot average.
What moves the budget most
These components change a basement budget more than size alone. Each figure is attributed to its publisher, and none is a quote.
| Component | Published range | Source |
|---|---|---|
| Egress window, installed with excavation and well | $2,718 to $5,878 (average $4,216) | This Old House, June 2026 |
| Basement bathroom | $6,600 to $16,500 | HomeAdvisor, June 2026 |
| Basement bathroom | $10,000 to $25,000 | HomeGuide, October 2024 |
| Wet bar | About $8,000 | HomeAdvisor, June 2026 |
| Kitchenette | $5,000 to $20,000 | HomeGuide, October 2024 |
| Permits | $500 to $2,000 | HomeAdvisor, June 2026 |
Other big levers don't have clean published numbers but matter just as much: how far a bathroom sits from the existing rough-in, how much ductwork has to be rerouted or boxed, ceiling choices around soffits, flooring over concrete, built-ins, and how much of the basement you finish versus leave as storage and mechanical space.
Permit fees in northern Davis County
Permit fees are a small part of a basement budget, but they vary more between neighboring cities than most people expect:
| City | How the basement permit fee is set |
|---|---|
| Kaysville | Flat basement finish fee. The city's fee page lists a basement finish or remodel at $245.70 |
| Syracuse | Based on project valuation (for example $816 plus $8.40 per $1,000 between $50,001 and $100,000), plus plan check at 40% of the permit fee and a 1% state surcharge |
| Farmington | Finished existing basements listed on a per-square-foot basis ($6.05+), plus plan check at 40% and a 1% state fee |
Figures are from each city's 2026 fee schedule or fee page. Your city's building department can estimate the permit for your square footage. See the Syracuse permits guide and your city page.
Does it pay back?
Resale data is one way to sanity-check a budget, though most families finish a basement to use it, not to sell it.
- Mountain region, 2025
- $49,756 cost, $38,641 added resale value, 77.7% recouped (Zonda / JLC)
- National, 2025
- $52,012 cost, $36,905 resale value, 71% recouped (Zonda / JLC)
- Basement conversion, 2025
- 71% cost recovery (NAR and NARI Remodeling Impact Report)
One detail matters for appraisals: under Fannie Mae's guidelines, which use the ANSI Z765-2021 measuring standard, any level partly below grade is reported as below-grade space regardless of how nicely it's finished, and finished walkout basements are also kept out of above-grade square footage. Finished basement space still adds value, but it's adjusted separately from the main floors.
How to build a budget you can trust
- Decide what the basement needs to hold: bedrooms, bathrooms, a bar or kitchenette, storage.
- Find the fixed points: the rough-in, main drain, ducts, columns and possible egress walls.
- Get a layout first, then a written scope that lists every trade and selection allowance.
- Ask for an itemized estimate, so you can see what each bathroom, window or bar adds and adjust before building.
- Add permits and a contingency for what can only be seen once walls are open.
That's the sequence the walkthrough follows: a screened local contractor measures the space, then gives you a layout sketch, written scope and itemized estimate. See how planning works.
Common questions
How much does it cost to finish a basement in Utah?
Published figures vary widely because they describe different projects. Zonda's 2025 Cost vs. Value Report puts a mid-range basement remodel in the Mountain region, which includes Utah, at $49,756. HomeAdvisor reports a national average of $32,000 with most projects between $15,000 and $75,000. Your own number depends mostly on what the basement will hold: bathrooms, wet bars, egress windows and finish level.
What does finishing a basement cost per square foot?
HomeGuide lists $30 to $50 per square foot for a full finish, and HomeBlue lists $34 to $62 per square foot for Salt Lake City. Lower per-square-foot figures you may see, such as $7 to $23, describe a half-finished basement, not a complete one. Per-square-foot numbers are a rough check, not a quote.
Does finishing a basement add value?
Zonda's 2025 report estimates a Mountain-region basement remodel recoups about 77.7% of its cost at resale, and the 2025 NAR and NARI Remodeling Impact Report puts basement conversion cost recovery at 71%. Appraisers report finished basement space separately from above-grade living area.
How much are basement permit fees in Davis County?
It depends on the city. Kaysville lists a basement finish or remodel permit at $245.70. Syracuse bases its fee on project valuation, then adds plan check at 40% of the permit fee and a 1% state surcharge. Farmington's schedule lists finished existing basements on a per-square-foot basis. Ask your city for an estimate for your square footage.
