West Point's code and its land drain zone map set rules for basements based on groundwater:

Homes built after these rules took effect in 2011 were built to them; older homes may differ. West Point says building permits are required for new construction and most remodels or upgrades to existing homes, issued before work begins. Applications go through the city's online portal, and the city's basement finish checklist asks for drawings showing room sizes and the locations of outlets, lights and smoke detectors. It lists three inspections:

Book inspections 24 hours ahead. In 2026 the city moved to contracted plan review and inspection services, so ask City Hall about current scheduling.
Fees
West Point's FY2027 fee schedule, effective July 1, 2026, bases the building permit fee on valuation and square footage, with residential plan review and inspection at 25% of the permit fee and re-inspections at $50. The city doesn't publish a basement valuation table, so call City Hall for an estimate.
Basement apartments and ADUs in West Point
West Point's ADU code, last amended in 2023, allows internal units with:
- a lot of at least 6,000 sq ft and no size limit on the unit;
- owner occupancy, with limited exceptions;
- one off-street parking space, shared utility lines and a single-family appearance;
- as written, a separate entrance that faces away from the street;
- at least a bedroom, a three-quarter bathroom and a kitchen in the unit;
- rentals of 30 consecutive days or more, and an ADU permit application.
